Shift to a ‘victim-centric’ approach, New Karnataka police chief Saleem tells cops | Bengaluru News
Bengaluru: Karnataka’s new director general and inspector general of police (DG&IGP), MA Saleem, has called for a shift from an “offender-centric” to a “victim-centric” approach to criminal investigations, aiming to prioritise justice and rehabilitation for victims while ensuring accountability for offenders. In a letter addressed to the state police force Thursday, Saleem laid out his vision for more responsive and people-oriented policing. He emphasised that justice should not stop at conviction but extend to restoring victims’ rights and dignity.Saleem also underscored the importance of strengthening the internal system to support this approach. He urged officers to maintain high standards of integrity, transparency, and professionalism, noting that honesty must remain non-negotiable in public service. “Giving utmost emphasis to transparency” builds credibility, he wrote. In addition to law enforcement priorities, Saleem addressed police welfare, identifying personnel as the department’s core strength. He recommended regular exercise, fair leave policies, stress relief measures, and recognition of service to boost morale and effectiveness.Over the years, the department has already put in place several measures, including regular health check-ups, parades, a three-shift regime and so on.The letter included detailed directives on improving public safety: enhancing the protection of women and children, tackling cybercrime, cracking down on narcotics and organised crime, and improving road traffic management. He also advocated public awareness campaigns and rehabilitation initiatives, particularly in the context of drug abuse.Reaffirming the need for collective responsibility, Saleem called for continuous support from officers at all levels to create a peaceful, safe, and socially inclusive environment across Karnataka.
