15-30% judges posted outside court: SC Judge in Bengaluru

Bengaluru: Former Supreme Court judge Justice RV Raveendran Thursday urged courts to stop assigning judges to non-adjudicatory roles, warning that the practice contributes directly to India’s rising backlog of cases.Pointing out that in some states, 15% to 30% of judicial officers from the district and sessions cadre are working outside the courtroom, engaged in roles unrelated to judicial decision-making, he said: “This is not a healthy trend. High courts should consider the consequences of frequently deputing judges for non-adjudicatory functions.”He was delivering a lecture at Karnataka Judicial Academy here. “Avoid deputing or posting judges into non-adjudicatory work, like officers in law department, registrars of tribunals, secretaries of legal service authorities, etc,” he said.Speaking to a mixed audience of students, registrars and members of the judiciary — both past and present — he also underlined the ethical responsibilities of judges.“Please remember, let us have the humility that we have been chosen by God to serve. Judges do not exercise power; they exercise duties and functions,” he pointed out.
